Organization Structure
The Ministry is divided into three line divisions, two staff divisions and five units.

The tasks and activities of each division, section and unit are detailed below.

OFFICE OF THE CHIEF MEDICAL OFFICER

Nursing Services Unit

Activities are to:

  • Formulate policy guidelines for strengthening the nursing and
    midwifery profession for better services to the public.
  • Formulate standards. and monitor implementation of policy
    guidelines on nursing and midwifery services and practice.
  • Review policy guidelines on nursing and midwifery practice.
  • Liaise with national and international nursing and midwifery organizations on matters pertaining to nursing and midwifery serVIces
  • Review criteria for essential/vital clinical and community home
    based care.
  • Coordinate nursing research.
  • Coordinate, monitor and evaluate continuing education for
    nurses.

Health Services Inspectorate Unit

Activities are to:

  • Develop and review health services inspection policy guidelines
    for health services delivery.
  • Formulate health services inspection guidelines for public and
    private health facilities and training institutions.
  • Liaise and collaborate with departments and bodies in all issues
    pertaining to health services inspection.
  • Coordinate health services inspection in all public and private
    health institutions in the country.
  • Monitor and evaluate implementation of health services
    inspection.

Primary Health Care Unit

Activities are to Assist CMO:

  • Co-ordinate implementnation of PRC strategy and health sector
    reform process.
  • Co-ordinate technical support on primary health care in line
    with health sector reform.
  • Monitor and evaluate the implementation of the primary health
    care in line with the health sector reform

 

PREVENTIVE HEALTH SERVICES DIVISION

Epidemiology and Diseases Control Section

Non-Vector Borne Diseases

Activities are to:

  • Collect and analyse data on non - vector borne diseases from regions through IDWE and monthly return forms and provide feedback to regions.
  • Monitor drug sensitivity pattern of non-vector borne diseases and advise on interventions.
  • Formulate policy guidelines for prevention of-non-vector borne diseases.
  • Formulate guidelines on emergency preparedness, response and epidemics.
  • Coordinate, monitor and evaluate implementation of non-vector borne diseases policy guidelines.
  • Coordinate non-vector borne diseases control, surveillance and collaborate with other institutions in research in non-vector borne diseases.

Vector Borne Diseases

Activities are to:

  • Formulate and develop policy guidelines and manuals for vector
    borne diseases and epidemics.
  • Collect and analyse data for vector borne diseases.
  • Coordinate vector borne diseases control, surveillance and collaborate with other institutions in research and vector borne diseases control.
  • Coordinate, monitor and evaluate implementation of vector borne diseases policy guidelines and programmes.
  • Monitor drug sensitivity pattern of vector borne diseases and advise on interventions.

Reproductive and Child Health Section

Activities are to:

  • Formulate policy guidelines, manuals for maternal, child,
    adolescent and community health services.
  • Co-ordinate. monitor and evaluate maternal, child adolescent
    and community based health care including.expanded programme on immunization, school health, community based health care and family planning etc.
  • Liaise with other ministries and relevant organisations dealing
    with reproductive health and nutrition.
  • Review the list of standard essenti~~ equipment and supplies
    for provision of quality reproductive health care.

Environmental Health and Sanitation Section

Activities are to:

  • Formulate environmental health control and sanitation policy
    guidelines.
  • Liaise with regions and districts on control of pollution in the environment for appropriate measures to be taken in collaboration with other agencies.
  • Review international sanitary regulations in force, for the purpose of preventing inter-country transmission of diseases or disease agents in collaboration with World Health Organisation
    and other international organisations.
  • Review and up-date public health laws in the country for improving and sustaining sound public health interventions.
  • IVlonitor and evaluate effectiveness of different environmental health and sanitation interventions instituted in the country.
  • Disseminate to regions information on new developments pertaining to environmental health and sanitation obtained from national and international organisations.
  • Review and monitor occupational health measures taken by workers in preventing and controlling occup~tional diseases.
  • Monitor and provide health assess.ment of the workers most at risk.

Health Education Section

Activities are to:

  • Formulate and review health education policy guidelines.
  • Coordinate the designing, development and distribution of health information, education and communication materials in the country.
  • Formulate, promote and coordinate research activities in liaison with health systems research in the field of health education within the community.
  • Promote intra-sectoral and inter-sectoral collaboration by establishing a forum for information, education and communication.
  • Provide consultancy services on health education issues to individuals, health related sectors, NGO's and the community.
  • Ensure 'that delivery of health education is in conformity with the national health policy.
  • Monitor and evaluate implementation of healt,h education policy guidelines.
  • Coordinate and facilitate National Health Commemorative days (World Health Day National AIDS Day, No tobacco smoking day etc.)

CURATIVE HEALTH SERVICES DIVISION

National Hospital Services Section

Activities are to:

  • Formulate policy guidelines on hospital supplies and equipment
    (Including dental equipment, ophthalmic, ENT etc.)
  • Formulate and review policy guidelines on technical specialized curative services.
  • Coordinate the national health institutions in creating strategic developmental projects aimed at enhancing health services delivery.
  • Formulate, issue guidelines and monitor implementation of technical/specialized curative services policy guidelines in the national referral hospitals.
  • Liaise with the national referrals hospitals in referral of patients abroad.
  • Liaise with health information and research section in keeping up-to-date statistical data for national hospitals.
  • Liaise with MSD and Regions on procurement of technical/specialized equipment and materials.
  • Monitor the adherence of professional standards and ethics.

Regional, District and Private Health services Section

Activities are to:

  • Formulate policy guidelines on regional, district, district designated hospitals, health centres, dispensaries, voluntary agencies, parastatals and private health services.
  • Formulate guidelines on technical supplies and equipment in the regional, district hospitals, private hospitals, district designated hospitals, health centres and dispensaries.
  • Coordinate evaluate and monitor all technical issues concerning hospitals at regional and district level.
  • Coordinate registration of public and private health facilities.
  • Liaise health information and research in keeping up-to-date statistical data for regional and district health facilities.
  • Monitor the adherence of professional standards and ethics.

Pharmaceutical Services Section

Activities are to:

  • Review and formulate the national drug policy and policy guidelines on pharmaceutical services. .
  • Review and monitor standard treatment guidelines (STG) and national formulary. .'
  • Monitor and evaluate national pharmaceutical and hospital supplies requirements.
  • Monitor and coordinate policy guidelines on importation, manufacturing and procurement of drugs and hospital supplies.
  • Liaise with the Human Resource Development Divisi9n in reviewing issues of essential drugs in the health training institutions curricula.
  • Monitor and evaluate implementation of the national drug policy guidelines.

Diagnostic Services Section

Activities are to:

  • Formulate policy guidelines and manuals on medical radiology and medical laboratory services.
  • Formulate guidelines for different medical radiology and laboratory investigations.
  • Co-ordinate, monitor and evaluate implementation of diagnostic services policy guidelines.
  • Monitor the quality of reagents, chemicals and apparatus including instruments for diagnostic services.
  • Liaise with the Human Resource Development Division in training laboratory and radiography staff.

Traditional Medicine Section.

Activities are to:

  • Review and formulate policy guidelines on traditional medicine and other emerging systems of healing.
  • Coordinate registration of traditional healers.
  • Review laws and regulations on traditional medicine and other emerging systems of healing.
  • Coordinate research on traditional medicine and other emerging systems of healing which have therapeutic properties.
  • Liaise with the Health Information and Research Section and other health medicine research institutions in dissemination of information.
  • Monitor and evaluate traditional medicine and other emerging systems of healing policy guidelines.

 

HUMAN RESOURCE DEVELOPMENT DIVISION

Health Human Resource Planning Section;

Activities are to:

  • Formulate human resource policy.
  • Formulate and review human resource for health development policy guidelines.
  • Develop and review short and long term human resource plans.
  • Prepare projections on human resources needs.
  • Develop carrier structure for health workers.
  • Maintain an up-to-date inventory of health human resources.
  • Design, plan and evaluate national health training programmes.
  • Coordinate studies on human resources development.
  • Liaise with appropr,iate bodies on the recruitment, placement and utilization of human resources.
  • Identify national health training needs and interventions
  • Promote training and individual development among health staff for re-registration and certification through distant learning.

Allied Health Sciences Training Section.

Activities are to:

  • Formulate and review policy guidelines and training curricula on allied health sciences training.
  • Review and evaluate training plans for the allied health professions.
  • Monitor and evaluate implementation of training curricula and programmes for allied health professions.
  • Coordinate training programmes for the allied health professions.
  • Coordinate and monitor the recruitment of students into the training institutions.
  • Liaise with allied health training institutions boards on student matters/affairs.
  • Review and support training institutions through provision of relevant and appropriate health learning materials.
  • Ensure registration for allied health professionals.

Nursing Training Section

Activities are to:

  • Formulate and review nursing trai~i.ng policy, guidelines and training curricula.
  • Review and evaluate training plans for nursing professionals
  • Monitor and evaluate implementation of training curricula and programmes for nursing professionals.
  • Coordinate training programmes for nursing professionals
  • Coordinate and monitor the recruitment of students into the training institutions.
  • Review and support training institutions through provision of relevant and appropriate health learrring materials.

Continuing Education Section

Activities are to:

  • Formulate and review policy guidelines for continuing education.
  • Form ulate and review policy guidelines for distant learning for the award of certificates/diploma.
  • Monitor and evaluate implementation of continuing education policy guidelines in the zones.
  • Coordinate continuing education and distant learning programmes for health workers.

 

HEALTH POLICY AND PLANNING DIVISION

Budget, Policy and Planning Section .

.Activities are to:

  • Coordinate formulation of sectoral policy and guideline for projects/programmes.
  • Review and prepare annual and medium term health plans and their implementation.
  • Coordinate the preparation of ministerial budget and annual review of Rolling Plan and Forward Budget (RPFB).
  • Coordinate management of health development dqnor funds.
  • Monitor and evaluate all health development projects and programmes
  • Liaise with development projects/programmes coordinators and
    the Treasury on matters related to accounting and reimbursement of direct to project funds.
  • Coordinate and prepare Cabinet papers
  • Coor~inate and supervise donor assistance and all donor projects/programmes for the health sector.
  • Formulate. monitor. review and evaluate health plans and guidelines.
  • Coordinate and monitor construction. maintenance and rehabilitation works of the ministry and her affiliated institutions.
  • Design new structures of health facilities according to demand and changes of technologies.

Health Information and Research Section

Activities are to:

  • Formulate policy and guidelines on health systems research and health management information systems.
  • Networking research activities between Ministry of Health and health research institutions in the country and other partners in public health research.
  • Maintain a documentation-and-data-bank centre for health systems research and health management information systems.
  • Provide information in formulation of health policy guidelines and develop manuals based on research findings.
  • Monitor and evaluate health research and health management information systems.
  • Liaise and collaborate with research in situations in facilitating better health services delivery.

ADMINISTRATION AND PERSONNEL DIVISION

Administration Section

Activities are to:

  • Co-ordinate supply, use and safe custody of office supplies.
  • Co-ordinate protocol, transport, public industrial relations and Parliamentary affairs.
  • Co-ordinate collection, custody and use of office records.
  • Co-ordinate provision of conducive environmental working conditions.
  • Interpret staff regulations and implement standing orders and staff circulars.

Personnel Section

Activities are to:

  • Keep up-to-date records of employees.
  • Process recruitment, employment, conf1rmation, promotion and retirement benef1ts.
  • Interpret and implement Civil Service regulations, standing orders, staff circulars and establishment circulars.

ACCOUNTS UNIT

Activities are to:

  • Daily banking of "cash".
  • Writing cashbooks and their daily balancing.
  • Preparation of imprest payment vouchers, imprest journal vouchers, etc.
  • Collecting of revenue and Appropriations-in Aid, payment of salaries, maintenance of Petty cash, preparation of flash reports.
  • Maintenance of imprest register and monthly reconcilliation thereof unit ledger card, preparation of monthly statement~ of outstanding imprests, maintenance of inwards cheques register: outward bills register, deposit register, outward cheques registers etc.
  • Batching of vouchers, both for receipts and payments and submission
    of some to final account section.
  • Scrutinizing payment vouchers submitted by warrant holders to ensure expenditure within Vote and sum authorized.
  • Verification of proper documentation of expenditure.
  • Test the mathematical accuracy, regularity and appropriate of payment.
  • Posting of all payment vouchers.
  • Keep records of specimen signatures of all officers authorized to sign payment vouchers (warrant holders).
  • Answer Audit Querries and follows up Audit Reports/observations, maintains audit queries register and prepares progress report thereof.
  • Safe custody and allotment of computer check numbers to new employees. Ensures that adjustments made on the salaries are properly authorized and signed by the accountant in charge of salaries section and that completion of new data sheets is properly authenticated.
  • Maintenance of advances register and monthly posting and reconciliation thereof with ledger card, preparation of monthly statement of personal advances outstanding.
  • Processing of salaries.
  • Ensure that, statutory recoveries and others ie. NPF. GEPF, Income tax, Insurance Premium. House rents etc are remitted monthly as prescribed.
  • Maintenance of house rent register for all employees housed in government quarters, NHC. Registrar of Buildings and other parastatal quarters.
  • Completion of terminal benefits.

INTERNAL AUDIT

Activities are to:

  • Appraise the management of finance to ensure compliance with gov'ernment regulation in matters related to finance.
  • Supervise the accounts of the MOR so that full account is made to the National Assembly.
  • Carry out inspection of the records of the accounting officers and receivers of revenue in the MOH.
  • Scrutinize the existing system of accounting and examination of the payment and collection of receipts.
  • Carryout on the direction of the Treasury investigations of procedure, ommissions and important irregularities tpat may come to light as a result of audit by the exchequer and audit department.
  • Rectify errors of commission, ommission and principle.
  • Issue queries and to prepare quarterly reports to the accounting officer.

EXECUTIVE AGENCIES

Executive Agencies are semi-autonomous publicly accountable government organizations managed by Chief Executives at arms length from Government. They are still part of government and are discrete business units with clear responsibilities and business boundaries. Agencies are to receive all the delegations or-power and authority over their resources necessary to enable them to meet their responsibilities. They will become more and more self sufficient in managerial and. in some cases, financial terms. Some agencies will generate all their income from charging fees and/or trading. Others will remain dependent on Government subventions, and there will be a spectrum of combinations in between.
