The Ministry of Health through PHEOC will define level of activation based on severity, magnitude, scope and consequences of public health events and will give advice to CMO regarding the activation level accordingly:

  1. Monitoring of PHEs(Level 1)
  2. Partial activation (Level 2)
  3. Full-scale activation(Level 3)

The levels of activation are determined based on the results of the risk assessment after an event hasoccurred. The PHEOC is activated immediately after the risk assessment is completed and endorsed by the Incident Manager/Commander.
